The spiel I had to give was to do with it being beneficial as an extra cleanser, to remove dirt and grease left over from the cleansing stage. It also tones - quite self explanatory, and prepares the skin for moisture. Supposedly, using a toner will make your moisturizer last longer. I wouldn't recommend a toner on an oily skin type, and always use an alcohol free one so it doesn't disturb the balance of your skin.In my opinion, washing your face twice, or splashing your face with water after cleanser makes far more sense than a rip-off of a toner. I use a prescprition acne medication at night with Cetaphil cleanser. In the morning I use Clean & Clear cleanser with another prescption that helps cut out on the redness.
